Bas-lieu in the township of Avesnes-Sur-Helpe with its weaving tradition.... The town received a prize in 2015 for textile innovation... not sure if that is of any use!? The prize was called the Theophile prize for textile innovation.... was named after Louis Theophile legrand who is a famous person from this town for for these industries...mills, textiles, wools... HOW COOL!! Love to look around that town! Smiles :)

I think I found it! the coat of arms of Lunéville has three moons displayed diagonally just like you showed in the previous clue!
