That looks like Cardinal Richelieu on the bank note and there is a place called Richelieu in Indre et Loire. Not sure of the needlework connection yet!
And now I have discovered it! Richelieu is a kind of white work embroidery with some cutwork. It is very pretty. This was a very difficult clue to solve.
OH I KNOW! I KNOW! it's Richelieu!
